Needs analysis is the systematic gathering of information about what learners must be able to do in English, used to set the objectives of a course. It separates target needs, meaning the language a learner’s real situation demands, from learning needs, meaning how that particular group learns best. Both are gathered before planning begins.
The short version
A needs analysis is the piece of work that decides what a course is for. It asks three questions: what the learner has to be able to do in English, what they can already do, and what they say they want. The gap between the first two is the syllabus. The third is what keeps them in the room.
Part of the TEFL teaching methods and classroom techniques glossary.
The word needs covers four different things, and most weak needs analyses collect one of them and call it finished. The four strands below are the ones a course designer can act on.
| Strand | The question it answers | Usual instrument | What it decides |
|---|---|---|---|
| Target situation analysis | What must the learner be able to do in English in the situation they are heading for | Task and document sampling, interviews with someone who does the job, job descriptions | The course objectives, written as can do statements |
| Present situation analysis | What can they do now, and what is missing | Diagnostic task, writing or speaking sample, placement score read alongside it | The starting level and the size of the gap |
| Learning situation analysis | How does this group learn, and under what constraints | Questionnaire, first lesson discussion, timetable and contract terms | Method, pace, homework load and class shape |
| Wants | What do the learners themselves say they want | Ranking exercise, short written prompt, one to one conversation | Sequence and topic, and the case for anything unpopular |
Hutchinson and Waters split the first of those into necessities, lacks and wants: what the learner has to know to function in the target situation, the gap between that and present competence, and what the learners feel they need. The three rarely agree, and the disagreement is the most useful thing a needs analysis produces.
A needs analysis happens before the syllabus is fixed. For a corporate or one to one course that usually means a conversation with the client before the quotation and a first lesson spent gathering evidence rather than teaching. For a language school class it means the first lesson and, if the course is long, a shorter repeat somewhere near the middle.
The output is not a report. It is a short list of objectives phrased as things a learner will be able to do, which is why the Council of Europe can do descriptors are the handiest instrument available: they are already written in the right grammatical shape, they are graded across six levels, and they were deliberately written to be independent of any one language. Turning “they need better English for meetings” into “can summarise the outcome of a discussion and check agreement” is most of the work.
Gather from more than one source and by more than one method. Asking learners is necessary and never sufficient, because people describe the situations that trouble them accurately and the language that would fix them poorly. A short sample of the real documents, one conversation with a line manager or subject tutor, and a diagnostic writing task will correct most of what a questionnaire gets wrong. The British Council makes the same point about a mixed ability class, where a needs analysis is used to prompt learners to reflect on learning style, strategies, motivation and their own strengths and weaknesses rather than simply to collect requests.
Needs analysis is the first step of backward design, and it is also what makes a task based course possible at all, since the tasks have to come from somewhere. The Institute’s guide to designing ESL materials that actually work treats the same step as the prerequisite for writing any material, which it is.
Nine employees at a freight forwarding company, mixed B1 to B2, two hours a week for twelve weeks, paid for by the employer. The brief from the human resources manager was “better business English”. The table below is what the first two hours were spent on instead of teaching, and what each step produced.
| Step | What the teacher did | What it produced | What most often goes wrong |
|---|---|---|---|
| 1. Read the documents first | Asked for ten recent emails and one call transcript, anonymised, before the first lesson | The real genre was the chasing email and the apology for a delay, not presentations | Skipping this and building the course on what the client said on the phone |
| 2. Diagnostic writing task | Twenty minutes writing a reply to a customer complaining about a late delivery | Grammar was adequate. Tone was the problem: eight of nine wrote in a register that read as blunt | Marking it as a test and giving a level, rather than reading it for what is missing |
| 3. Ranking exercise | Nine situations on cards, ranked individually then agreed in threes | Phone calls ranked first by everyone. The manager had ranked it fifth | Letting the loudest learner set the ranking, or skipping the individual stage |
| 4. One conversation with the line manager | Fifteen minutes on what goes wrong when English fails at work | Customers escalate when an apology sounds indifferent. That is a language problem with a cost attached | Never asking, and so never learning why the company is paying |
| 5. Turned it into objectives | Six can do statements agreed with the group and sent to the manager | A syllabus of hedging, apologising, chasing politely and telephone repair strategies | Producing a report nobody reads instead of six lines a learner can recognise |
The valuable finding is in step three. The group and the person paying disagreed about what mattered, and the course was able to carry both because the disagreement surfaced in week one rather than in the end of course feedback. That is the practical argument for doing this at all.
| Needs analysis is not | The difference |
|---|---|
| A placement test | A placement test measures level so a learner can be put in the right class. A needs analysis asks what the English is for. Level is a number, purpose is a syllabus. |
| A diagnostic test | A diagnostic test maps present ability in detail. That is the present situation strand only, and it says nothing about the target situation. |
| A learning styles questionnaire | Learning preferences belong in the learning situation strand and are one input among four. A questionnaire about preferences on its own is not a needs analysis. |
| A training needs analysis in human resources | Same name, different field. The human resources version covers skill gaps of every kind across a workforce. This one is linguistic and its output is course objectives. |
| Course feedback or evaluation | Feedback asks how the course went. Needs analysis asks what the course should be. One looks backward, the other forward, and only the second can still change the syllabus. |
| Backward design | Backward design is the planning sequence that starts from the outcome. Needs analysis is how you find out what that outcome should be. It supplies the input, it is not the method. |
The comparison that causes most trouble in practice is the first one. A school that has run a placement test often believes it has done a needs analysis, and the resulting course teaches the right level of the wrong thing. The glossary covers reflective practice and washback, both of which describe the same failure from a different angle: what gets measured quietly becomes what gets taught.
Needs analysis arrived with English for specific purposes. Munby’s Communicative Syllabus Design in 1978 was the watershed: it set out a systematic procedure for deciding what a course should contain rather than leaving it to the teacher’s intuition. Its model was also famously unwieldy, and West’s 1994 review of the field records both the debt and the criticism, along with the awkward fact that the word needs itself has no agreed definition.
Hutchinson and Waters in 1987 gave the field the distinction it still uses, between what the target situation demands and what this group of learners needs in order to get there. Nunan added subjective needs, meaning interests and expectations, and Brindley set out how teacher and learner negotiate between the objective and the subjective. Long’s 2005 collection made triangulation the standard, on the grounds that every single instrument is biased in a knowable direction.
Two criticisms are worth stating because they are correct. Benesch argued in 1996 that a needs analysis can end up recording what an institution requires of a learner and presenting it as what the learner needs, which is a real risk whenever an employer or a university is paying. And Graves pointed out that a formal pre-course needs assessment is often neither necessary nor feasible, since many teachers meet their students for the first time on day one and can reasonably infer a good deal from experience.
Neither criticism is an argument for skipping it. Graves’ own answer is the sensible one: give ordinary classroom activities a needs assessment focus, so the gathering happens inside the teaching rather than in a separate exercise nobody enjoys. Benesch’s answer is to ask whose needs are being described and to say so openly. A course with no needs analysis has not avoided the question, it has answered it by default, and the default is whatever the coursebook publisher assumed. Every method named on this page has its own entry in the TEFL teaching methods and classroom techniques glossary.

In the classroom
No. A placement test measures the level a learner is at now so the school can put them in the right class. A needs analysis asks what the learner has to be able to do in English and why, which is a question about purpose rather than level. A school can run both in the same week and get two different sorts of answer. The placement test fills the register, the needs analysis fills the syllabus.
Before the syllabus is fixed, which in practice usually means the first or second lesson for an in-house or one to one course, and several weeks earlier for a course that has to be costed and proposed. It is also worth repeating in miniature part way through a long course, because what a group needs at week ten is rarely exactly what it said it needed at week one.
Target needs are what the learner has to do with English in the situation they are heading for, such as chairing a meeting or reading a research paper. Learning needs are what that particular group needs in order to get there, including the time available, the study habits they already have and what they will tolerate in a classroom. Hutchinson and Waters drew this distinction in 1987 and most course design still uses it.
Partly. Learners are reliable about the situations they find difficult and much less reliable about the language that would fix them, which is why a needs analysis that consists only of asking tends to produce a wish list of grammar. The usual correction is to gather from more than one source and by more than one method, so that self report is checked against observation, documents and the opinion of someone who does the job.
It began in English for specific purposes and it is still most visible there, because the target situation is easy to describe. The same questions work for a general English class, an exam class or a Transition Year group, and they simply return broader answers. A general course that has never asked the question is not neutral, it has borrowed its objectives from whichever coursebook is on the shelf.
They share a name and a logic and they are not the same instrument. A training needs analysis in human resources identifies skill gaps across a workforce and recommends training of any kind. A needs analysis in language teaching is narrower and linguistic, and its output is a set of course objectives expressed as things a learner will be able to do in English. Search results mix the two constantly.
Next in the glossary: task based learning, where the tasks a needs analysis identifies become the lesson itself, and washback, which explains what happens to a syllabus when an exam rather than an analysis sets the objectives. The full TEFL teaching methods and classroom techniques glossary holds every entry. For the qualifications and career terminology that sits alongside the teaching vocabulary, see the Institute’s TEFL qualifications and terminology explained. Teachers preparing for interview in Ireland will find the question asked directly in common TEFL interview questions and answers, where “how would you find out what this class needs” is a standard opener.

The past simple is the English verb form used for an action or state completed at a finished time in the past. Most verbs form it by adding -ed, while a closed set of common verbs change their form instead. It is the ordinary narrative form of English and the first past form most learners meet.
The present perfect is the English verb form made with have or has plus a past participle, used to link a past action to the present moment. It covers experience up to now, a situation that began in the past and still continues, and a past event whose result matters now. It never takes a finished time reference.
